Vaping found to be the biggest risk factor for teenage tobacco smoking
E-cigarette use is the single strongest risk factor for adolescents taking up tobacco smoking, outranking social norms, poor mental health and misperceptions about smoking harms, research published on Wednesday has found. The findings come from 4,266 Victorian students aged 12 to 17 who anonymously took part in the 2017 Australian Secondary School Students Alcohol and Drug Survey (Assad), with researchers then focusing on 3,410 students who reported never having smoked even part of a cigarette.

Butler set to effectively ban all refillable vaping products
IN A MAJOR ESCALATION of the crackdown on vaping, it appears likely that Health Minister Mark Butler will effectively ban refillable vaping devices as well as disposables. Only closed pod systems will be legally available in Australia with a prescription from a pharmacy. The news was leaked indirectly in a recent blog by Emeritus Professor Simon Chapman, one of the Minister's inner advisers. "Chapman explained that under the new laws, the only legal nicotine vaping products will be sealed (closed) pod systems "where the liquid containing nicotine and flavouring chemicals and the battery that heats and vapourises the liquid will be sealed"

Poor policy on tobacco and vaping supports organised crime
FLAWED GOVERNMENT POLICIES on tobacco and vaping have been major drivers of organised crime in Australia. High tobacco taxes and harsh restrictions on vaping have created rampant black markets run by criminal gangs, causing widespread harm and public concern. Australia has the highest priced cigarettes in the world. A pack of 20 Marlboro costs $40 in Australia. The same pack is $24 in the UK and $13.50 in the US (all in AUD).

Australia leads world with vaping crackdown
In May 2023, federal Health Minister Mark Butler announced plans to introduce a raft of new vaping reforms. Australians had been “duped”, he said in his appearance at the National Press Club. Vapes had been sold to us as a therapeutic good to help smokers quit but had now become a recreational product. Sold in retail stores alongside lollies. Wrapped in colourful packaging. Available in thousands of flavours. The reforms were comprehensive: a ban on the importation of non-prescription vaping products and highly addictive single-use disposable vapes; the introduction of pharmaceutical-like packaging; restrictions on flavourings; and a limit on nicotine concentrations.

Why Australia should not ban disposable vapes
MINISTER BUTLER HAS ANNOUNCED a plan to ban all (legal and non-legal) disposable vaping products in Australia, because of widespread use by young people. The proposed ban has been widely criticised by leading experts. It will not stop illegal imports and is likely to increase smoking. Black market disposables have flooded the Australian market. An estimated 90-100 million devices are imported each year by criminal syndicates from China and are freely sold from retail outlets, social media and online to adults and young people.

Cigarettes in Vietnam are too cheap
The price of cigarettes in Australia is sky-high because they are taxed so high. To buy a pack of cigarettes for 25 Australian dollars ($16.82), you have to pay tax up to 18 Australian dollars. The price of a pack of cheap cigarettes in Thailand is 89 baht ($2.59). A pack of cigarettes in Vietnam cost VND6,000-20,000 ($0.25-0.85). At my office in Vietnam, there is a gathering place for smoking. Many of the smokers are young men in their 20s.
