Public health loses authority when it treats disagreement as a threat rather than a test of its own claims. In nicotine policy, declaring one position beyond challenge can shut out evidence on relative risk, consumer behaviour and the unintended effects of restriction. Confidence is not the same as accountability. Institutions earn trust by showing their reasoning, correcting errors and allowing policy to be questioned when real-world outcomes do not match the promise.
