The Department of Education on Sunday expressed its full support for stricter measures to Electronic Nicotine Delivery Systems or Electronic Non-Nicotine Delivery Systems, also known as e-cigarettes or “vapes.”

 

“On matters related to substance use prevention, education alone is not enough. In their classes, we teach our learners how to reject harmful substances. Outside these classes, we need policies and structures that will help reinforce our learners’ health-promoting choices, complementing what we teach them in school,” Education Secretary Leonor Briones said in a news release on Sunday.

Vape store owners in the province aren’t thrilled after Saskatchewan introduced a new tax on vape products in its 2021-22 budget Tuesday.


The vapour products tax (VPT) is a 20 per cent tax on the retail price of all vapour liquids, products and devices effective Sept. 1.

As of that date, the province said only retailers with a VDT licence are allowed to sell those products. “It wasn’t a surprise. We kind of expected it to happen based on other provinces implementing a similar tax,” said Mike Smider, Queen City Vapes owner in Regina.

However, lawmakers should approach the issue carefully because flawed excise tax design on vapor products could drive consumers back to more harmful combustible products like cigarettes. Since vaping entered the market in the mid-2000s, it has grown into a well-established product category and a viable alternative to smokers. According to the Consumer Advocates for Smoke-Free Alternatives Association (CASAA), the first e-cigarette-like product was submitted to the Food and Drug Administration (FDA) in 1998 for consideration as a drug delivery device. Despite the agency denying the application, it wasn’t long before e-cigarettes and other electronic nicotine delivery systems (ENDS) devices were lighting up international markets. By 2006, the first e-cigarette hit U.S. store shelves, and within a few years, ENDS found a permanent placement on c-stores’ back bars.

E-cigarettes may be more effective in helping smokers quit than nicotine replacement therapies such as patches and gum, according to University of Queensland research.

Lead author Dr Gary Chan from UQ’s National Centre for Youth Substance Use Research said there was increased global evidence to support the effectiveness of using e-cigarettes to assist smokers in quitting.

“Our study found e-cigarettes are 50 per cent more effective than nicotine replacement therapy, and more than 100 per cent more effective than the placebo,” Dr Chan said.

The Alabama House has just passed a bill that would ban the sales of e-cigarettes and vaping products to people under 21. “There are certainly other changes and reforms that have been recommended that we strongly support, however this bill is a starting point which will result in greater accountability for manufacturers and retailers,” said state Rep. WHO TobLabNet SOP11 is a new analytical method  and standard operating procedure (SOP) for measuring nicotine, glycerol and propylene glycol in e-liquids.  It is a WHO Global Public Health Good, to support countries  strengthen nicotine and tobacco product regulation and thus the implementation of Articles 9 and 10 of the WHO Framework Convention on Tobacco Control (WHO FCTC).  This is in response to Member States’ request to WHO to provide technical leadership in tobacco product testing.  The SOP operationalizes the recommendation of the WHO Study Group on Tobacco Product Regulation (TobReg).

Research that my colleagues and I recently conducted demonstrates that electronic cigarette product placement in music videos is associated with vaping among minors.

The Tobacco Master Settlement Agreement of 1998 prohibits product placement for cigarettes and chew tobacco in television, music videos and motion pictures, but those restrictions do not apply to electronic cigarettes. In a recent study, we found that participants exposed to any electronic cigarette product placement or imagery in music videos were more likely to have used an electronic cigarette in the past month compared to participants with no exposure.

Smoking will be banned at some of Mornington Peninsula’s most popular beaches and public areas in a bid to reduce the tens of thousands of cigarette butts littering the coastline.

The beaches and foreshore areas at Rye, Safety Beach and Mount Eliza will be subject to the smoking bans from this month. The Point Leo Foreshore Reserve management committee said it was also considering a ban this week. The strategy to reduce smoking and litter is part of a six-month trial that is likely to result in a permanent ban.
