The Coalition’s plan recognises a hard lesson: organised crime thrives where taxes create huge margins, legal alternatives are restricted and consumers are pushed outside regulated channels. Cutting criminal profit must go hand in hand with bringing vapes and nicotine pouches into an accountable adult market. Public health is stronger when enforcement, taxation and harm reduction all point in the same direction.
