“Safer” is not a loophole in public health; it is the point of harm reduction. For people who cannot or will not stop using nicotine immediately, the difference between burning tobacco and using a lower-risk product can be the difference between continued exposure and meaningful risk reduction. Demanding “safe” before accepting “safer” leaves cigarettes with an advantage they do not deserve. Public health should care about every step that moves people away from the most harmful option.
