Persistent smoking should be understood not only as an individual behaviour, but also as an indicator of policy limitations. When existing interventions fail to reach certain groups of smokers, harm reduction becomes an important complement to prevention and cessation. Safer nicotine products may reduce exposure to the toxicants associated with combustion, particularly among adults who do not quit through conventional routes. The warning signal is therefore not the existence of alternative nicotine use, but the failure to integrate risk-proportionate strategies into tobacco control.
