Strict Rules Keep Smokers Smoking

Daily smoking rates in Kazakhstan remain at 15%, compared with just 5.3% in Sweden, highlighting a significant difference in tobacco control outcomes. Kazakhstan has banned vapes and nicotine pouches, while Sweden has combined conventional tobacco control measures with access to regulated smoke-free alternatives.

According to Smoke Free Sweden’s Tale of Two Nations analysis, more than 17,000 tobacco-related deaths occur annually in Kazakhstan, and adopting a harm reduction approach could prevent up to 165,000 premature deaths over the next four decades. These projections underline the potential importance of risk-proportionate regulation, access to safer nicotine products and policies that support the transition away from combustible tobacco.
