Spain’s new anti-smoking law shows how easily tobacco control can expand from protecting bystanders to restricting every nicotine product in the same breath. Smoke-free spaces, youth protection and advertising rules all deserve serious attention, but policy loses precision when cigarettes, vapes and heated tobacco are treated as one problem. The goal should be less smoking and less exposure to harmful emissions, not a framework that blurs the difference between combustion and lower-risk alternatives. Strong regulation works best when it understands what it is regulating.
