Removing business rates relief from vape shops risks treating harm reduction retailers as part of the problem rather than part of the solution. If specialist shops close or struggle, adult smokers may have fewer places to access advice, legal products and lower-risk alternatives to cigarettes. Policy should target irresponsible sales and youth access, not weaken the regulated market that helps people move away from combustion. Scotland should be making safer choices easier to find, not harder to sustain.
