Public health can fail quietly when it counts intentions more carefully than consequences. Campaigns, restrictions and official messages may be designed to protect people, yet still produce confusion, mistrust or worse choices in the real world. Nicotine policy is a clear example: caution becomes harmful when it hides the difference between smoking and lower-risk alternatives.
