Kuwait’s new nicotine rules place vapes and heated tobacco firmly inside the smoking-control framework. That may simplify enforcement, but it also risks flattening important differences between combustible and non-combustible products. Protecting young people and limiting public exposure are legitimate goals, yet regulation should still preserve a clear pathway for adult smokers to move away from cigarettes. Policy becomes stronger when control is matched with a credible understanding of relative risk.
24.50% of the adult population are current smokers. There are approximately 966,000 current smokers in Kuwait 37.30% of men are current smokers but only 2.40% of women.
