Surprise from the vaping sector points to a wider problem: policy is moving faster than the evidence conversation. When responsible retailers and manufacturers are treated as obstacles rather than part of the regulated solution, the legal market becomes weaker and the illicit market gains room. A serious approach should separate youth access, enforcement failures and adult switching instead of folding them into one blunt narrative. Regulation works best when it brings credible actors into accountability, not when it pushes them to the margins.
