Harm reduction society urges Parliament to rethink tobacco reforms
Kenya’s proposed tobacco reforms are raising concerns over whether stricter regulation could unintentionally undermine public health goals. Harm reduction advocates warn that overly prohibitive measures may fuel illicit trade, increase regulatory burdens and limit access to lower-risk alternatives for adult smokers. The debate highlights the need for legislation that protects minors while recognising the role of informed choice and relative risk in nicotine policy. A more balanced approach would combine evidence-based regulation, broad consultation and realistic pathways away from combustible tobacco.
6.40% of the adult population are current smokers. There are approximately 2.3 million current smokers in Kenya 12.10% of men are current smokers but only 0.90% of women.
