Estonia’s proposed nicotine pouch cap will trap more smokers with deadly cigarettes
A nicotine cap sounds technical, but its consequences could be very real. If Estonia makes pouches too weak to work for adult smokers, the policy may protect cigarettes more than people. Regulation should control quality, access and marketing without removing the features that make smoke-free products viable alternatives. Harm reduction fails when safer options are allowed in name, but made ineffective in practice.
21.60% of the adult population are current smokers. There are approximately 246,000 current smokers in Estonia 27.10% of men are current smokers but only 16.70% of women.
