Demand for nicotine does not disappear because legal access is restricted; it shifts towards illicit supply, weaker safeguards and fewer opportunities to guide smokers away from cigarettes. Public health should be judged by outcomes, not by how strict a policy sounds. A more effective approach would reduce harm through regulation, enforcement and realistic access to safer alternatives.
