CAPHRA Urges Viet Nam to Choose Regulation Over Prohibition of Nicotine Pouches

Viet Nam faces a choice between controlling nicotine pouches through regulation or pushing them into a market with no accountability. Prohibition may look decisive, but it rarely removes demand; it usually removes product standards, age controls and consumer protection. A regulated approach would give authorities more oversight while allowing adult smokers access to lower-risk alternatives. Harm reduction is stronger when governments shape the market rather than pretend it can be made to disappear.
