Nicotine markets continue through informal supply, cross-border purchasing and illicit sellers once regulated options are pushed out of reach. That leaves consumers with fewer safeguards and authorities with less control. Harm reduction works better by shaping demand through legal, accountable routes than by pretending demand can be legislated away.
