A credible harm reduction framework should recognise products that can reduce exposure to combustion while maintaining strong standards for evidence, marketing and youth protection. The aim is not to normalise nicotine use, but to make the path away from cigarettes more realistic for adults who still smoke. Regulation should reward products that can help reduce harm, not keep the most dangerous option as the easiest one to find.
